The meeting was called to order at 9:00 a.m. by Co-chairman Ken Levin.
The July minutes were approved via telephone vote. Ken Levin, Jim Bechtel, Barbara Traskos, John Forbis and Janet Sturges voted in favor. Motion carried.

1. Public Open Forum – Sill House update - Tim Griswold
Architect Paul Bailey is performing a needs assessment of the Sill House for the Lyme Academy College of Fine Arts. The necessary restoration/repair will hopefully be partially funded by a grant from the CT Trust for Historic Preservation.

2. Public Hearing 30 Lyme Street: New fences, air conditioner, 150 gallon above ground propane tank - Anthony & LeeAnn Kornacki
The wall-mounted air conditioner and propane tank will be installed on the north side of the property. Both units will be screened by a proposed privacy fence. Similar to the existing 6' high lattice privacy fence, a new and more substantial fence would begin on the south side of the house at the terrace with a 3' gate, extend south to the Mergy driveway, west along the property line about 36' and  then north to the rear corner of the house. A matching privacy fence would be installed on the other side just beyond the main section  of the house extending  to Beckwith Lane with a 4' gate in the middle and running west 60'  to the driveway where a double gate would be installed.
A new 31” high square picket fence with front gate would be installed along Lyme Street. Jim Bechtel recommended that the new picket fence be the same height (28”) as the side picket fencing. Barbara Traskos did not like the concept of a picket fence on Lyme Street.
Michele Mergy expressed her concern about the transition from the existing 28” high picket fencing to the 6’ high privacy fence. A transitional sweep of fencing was recommended similar to the First Congregational Church fence on Ferry Road.

Jim Bechtel made a motion, seconded by John Forbis, to approve the CofA application for 1 year with the following conditions: a) the picket fence along Lyme Street to be the same height as the picket fences on the north and south sides ( 28”) with a plain  picket gate at the same height, b)the driveway gates will also have plain, 28” high pickets, c) transitional sweeps to be used between the picket fences and the privacy fences, d) the ac unit and the propane tank to be screened by plantings if not screened adequately from view by the privacy fence. Ken Levin, Jim Bechtel, John Forbis and Janet Sturges voted in favor. Barbara Traskos opposed. Motion failed due to lack of a quorum in favor.
John Forbis made a motion, seconded by Jim Bechtel, to amend the previous motion to delete the front picket fence (item a). All present voted in favor of the amended motion. Motion carried.
Action: Call Kornackis to attend October meeting to represent front picket fence request (Martha Hansen). Another vote will be taken.

3. 1 Lyme Street chimneys
The chimney stacks have been replaced in a design (option 1) that was not approved by the HDC.  The HDC approved the chimney replacement CofA with two conditions: a) use design option #3 and b) use a more antique style of brick if available in the same price range as the sample provided.   
Action: Call Marty Ames and ask her to attend the HDC meeting on October 1 (Martha Hansen).

4.  Plaque Program update – Martha Hansen
85 Lyme Street: The plaque (“William H. Stark ca. 1865”) has been installed.
12 Ferry Road: David Kelsey confirmed that he would like a plaque. Contact David Kelsey (Martha Hansen).
20 Ferry Road: The research continues (Martha Hansen and Pamela Hamilton).
173 Mile Creek: Vladimir Ashworth confirmed that he is interested in a plaque. Start research (Martha Hansen).
209 Boston Post Road: Complete research (Martha Hansen).

5. Historic District Walking Tour Guide of Properties with Plaques - John Forbis
Historical information ( to be used as a model for the guide) was presented on: a) 4 Lyme Street (First Congregational Church Meeting House), b) 1 MacCurdy Road ( Marvin Family - CTK Rectory), c) 1 Lyme Street (Amos Tinker House  - aka McCurdy House) and d) 5 Lyme Street (Samuel Mather House - the Parsonage).   
Action: Continue working on the walking tour guide (John Forbis).
6. Business News & Secretary’s Report – Martha Hansen
The scanning of HDC files will be completed this fall.

7. Any other new or old business
Scenic Road Signage will eventually be installed by the DOT.
The Congregational Church fence along Ferry Road has been completed.
Transformer screening: The Tree Commission has recommended 3 ilex inkberry shrubs planted in a chevron formation. The shrubs will grow to 4' to5' high and will screen the transformer. Joanne DiCamillo has informed John Rhodes.
Rectory railings: Two estimates have been received and are being reviewed.  
The Board of Selectmen has appointed Joanne DiCamillo as a regular member to complete the remainder of Tom Keogh’s term (resigned) which ends in 2016.   

8. Adjournment
John Forbis made a motion, seconded by Barbara Traskos, to adjourn the meeting at 11:30 a.m. All present voted in favor. Motion carried.
